Solar energy has the greatest potential for renewable energy in Bonn.Using this potential, whether on the balcony, on the roof, on the facade or in the open space, is an important building block in achieving climate neutrality by 2035.

Not only does solar systems benefit the climate through renewable energy production, but owners and tenants also benefit: With a photovoltaic system, you generate your own solar power that you can use in your house.With a solar collector you heat your domestic water and can also support your heating.This reduces energy costs.Electricity from the photovoltaic system that is not used can be fed into the public power grid (Bonn Netz GmbH) for a fee, so that grid power becomes more climate-friendly throughout Germany.

The city of Bonn supports photovoltaic systems for solar power generation in residential and non-residential buildings as well as in open spaces, solar thermal systems for heat generation with heating support, PVT systems (combined solar power and heat production) and plug-in solar devices with an investment grant.You can also get funding for a roof report to check whether your roof is suitable for your planned solar system or whether it needs to be modernized first.

While photovoltaic systems on roofs and facades must be put into operation professionally by electricians, plug-in solar devices (so-called “balcony power plants”) can simply be plugged into the outside socket yourself.

Plug-in solar devices usually consist of one or two solar modules and a microinverter that converts the direct current generated into alternating current that is used directly in the home network.This micro-inverter is currently allowed to have a maximum feed-in power of 600 watts - based on a final circuit, i.e. per residential unit.If the de minimis limit is raised to 800 watts at the federal level in the next few months, this will also apply to funding from the city of Bonn.

The city of Bonn promotes the purchase of such plug-in solar devices, for example “balcony power plants” (funding module M13).This means that people with lower incomes can also make a contribution to climate protection and at the same time reduce their electricity bills by 10 to 15 percent by purchasing less electricity from the grid.

Plug-in solar devices are primarily intended for installation on balconies.Roofs, however, should be completely covered with modules in order to achieve the greatest possible solar power yield.Plug-in solar devices on house and garage roofs will therefore no longer be subsidized for new applications since April 1, 2023.However, the mini solar systems continue to be subsidized if they are attached or set up on the balcony, facade, terrace or in the garden.

Places that are hardly shaded and face south, (south)-west or (south)-east are suitable.To access funding, photos of the plug-in solar device installed and put into operation as well as registration in the Federal Network Agency's market master data register (opens in a new tab) must be submitted.When submitting their application, funding recipients must agree that the city of Bonn may carry out random on-site inspections.

If the application is submitted since April 1, 2023, the subsidy depends on both the feed-in power of the microinverter and the purchase price.Tenants (residents in Bonn) receive a subsidy of up to 360 euros, but a maximum of 60 percent of the invoice amount.Bonn ID card holders can receive funding of up to €480 – limited to 90 percent of the purchase price.Owners receive up to 180 euros for plug-in solar devices, up to a maximum of 30 percent of the price shown on the invoice.

Technically, the safety standard of the German Society for Solar Energy DGS 0001:2019-10 (Opens in a new tab) is recommended.Please note that the landlord or the homeowners' association (WEG) must agree to the installation of the plug-in solar devices and you are responsible for ensuring that they are securely fastened (liability).

In the case of monument protection, a monument permit in accordance with Section 9 DSchG NRW must also be obtained from the Lower Monument Authority for plug-in solar devices.Please note that approved funding can only be paid out if the lower monument authority actually grants permission.In this respect, you should wait for the result of your monument application before purchasing a plug-in solar device.Regulations from design or maintenance statutes must also be adhered to.

Since the market situation is very dynamic, it is permissible to change the provider or model of the plug-in solar device after receiving the approval notice if the offer submitted in the application is no longer available.It is always important that the maximum permissible feed-in power of the microinverter (currently 600 watts, soon expected to be 800 watts) is not exceeded.

For the years 2023/24, the funding guidelines prescribe a 25 percent quota for plug-in solar devices.This means that one of a total of four million euros of the planned funding budget is reserved for plug-in solar devices.

Photovoltaics on the roofs of apartment buildings with four or more residential units (funding module M2) and on all facades (funding module M4) are subsidized with 300 euros per installed kilowatt peak in order to initiate the urgently needed expansion.In subsidized housing construction there is an additional bonus of 200 euros per full year of earmarking (funding module M3).For monuments (funding module M5) and for non-residential buildings such as offices, commercial halls or cultural facilities (funding module M6), the subsidy is 200 euros per kilowatt peak.

In the segment of residential buildings with up to three residential units, the photovoltaic subsidy of 100 euros per installed kilowatt peak has only been granted since January 1, 2023 if the applicants fully occupy the roof areas suitable for solar use (subsidy module M1) - instead of the solar power system only to be optimized for a high proportion of self-consumption.

Full roof occupancy within the meaning of the funding guidelines is achieved when the installer confirms in writing (see form below) that the installed photovoltaic system is designed to maximize solar power production - namely on all pitched and pitched roof areas with south/southwest/west/ Southeast/east orientation (100°W-NW over 0°S to 100° E-NE) as well as on all flat roofs with a 0-20° roof pitch (angle between the roof and the horizontal).

Excluded are areas that may not be used for solar energy due to public law regulations (e.g. fire protection), areas with solar thermal collectors, and areas that are completely shaded all year round.

An attractive subsidy of 200 euros per kilowatt peak for open-space photovoltaic systems was introduced on January 1, 2023 - this includes, for example, solar power systems in parking lots, in agriculture or in private gardens (subsidy module M8).However, this usually requires a building permit - and this may require changing the land use plan and drawing up a development plan.

Anyone who has at least extensive greenery on the roof under their photovoltaic system can apply for a bonus of 100 euros per kilowatt peak (funding module M10).Green roofs cool your building and the neighborhood and are therefore part of the adaptation to climate change.The photovoltaic system has a higher efficiency due to the cooling.When combining it with green roofs, it is a condition that the green roof remains functional over the long term, for example by mounting the photovoltaic modules.

Tenant electricity models with EEG tenant electricity surcharge (according to EEG §19, §21 para. 3 and EnWG §42a) are made even more attractive by the city subsidy of 10 euros per kilowatt peak and per residential unit (subsidy module M9).For example, anyone who installs 10 kilowatt peak for 10 residential units will receive a bonus of 1,000 euros.At 30 kilowatt peak and 50 residential units it would already be a bonus of 15,000 euros.

As part of preliminary planning for the installation of a solar system, you can apply for funding to test the roof for leaks and/or static load capacity (funding module M7).This involves assessing the statics of the roof structure and, if applicable, the building underneath, including the roof structure, showing what additional roof loads would be permissible through a photovoltaic system, and, if necessary, describing the measures necessary to strengthen the roof for the installation of a photovoltaic system. Attachment.

An assessment of the condition of the roof and an assessment of whether it is recommended to install a photovoltaic system without first renovating the roof are also eligible for funding.These “PV ready” roof reports are subsidized with 80 percent of the costs (max. 1,000 euros) - but only for existing buildings whose construction or last roof renovation was completed before December 31, 2012.

Since the use of solar energy is becoming more and more standard in new buildings and the introduction of compulsory solar energy is also in prospect in North Rhine-Westphalia, the city of Bonn no longer sees funding incentives in new buildings as necessary.The available public funding is therefore focused on the existing buildings with construction completed by December 31, 2021.

If you would like to build a solar system (photovoltaics, plug-in solar device/balcony power plant, solar collector) on a monument or in a monument area, you must submit permission from the lower monument authority no later than the funding call in accordance with Section 9 DSchG NRW.

In order to speed up the entire process, the funding application can be submitted before the monument permit is granted.However, you must wait for permission to be issued before you buy, commission or have your solar system installed.The lower monument authority can refuse permission to install the solar system for monument protection reasons or possibly impose conditions (e.g. color, arrangement, fastening of the modules).

The application is made using the online form linked here and can be made either before or after the commissioning, purchase or installation of the solar system - but no later than three months after the final invoice.As long as no approval notice has been received, the contract or purchase is carried out at your own financial risk, as the funding application can be rejected if the funding requirements are not met or the funding program has expired.

If you decide to use another solar installer after receiving the approval notice, this is also permitted.If the actual size of the solar system when the funding is requested is smaller than specified in the approval notice, you will receive less money - you do not have to submit a new application.If your solar system becomes larger than previously planned as a result of the change in installer, a second application can be submitted for the additional system size - according to the then valid funding conditions.

All photovoltaic systems that are connected to the public grid must be registered.This applies to photovoltaics on buildings, facades and open spaces as well as all plug-in solar devices (such as balcony solar power plants).On the one hand, they must be registered with the network operator Bonn Netz GmbH (Opens in a new tab) and on the other hand in the market master data register of the Federal Network Agency (Opens in a new tab).Your solar installer can help you with this.
